911 is the emergency number that can be dialed during any time of day/night in the event of an emergency. The number can also be dialed from the pay booth (free of charge). But a word of caution that not to experiment with this number unless there is an actual emergency on hand, else you could be penalized. The help is normally available within 45 seconds to 60 seconds.
